  • Woman Stealing $800 Of Barbie Toys - 100Mph Police Chase

    On November 28, 2023, Troopers out of SP Lockport arrested Emoni J. Thompson, 26 of Buffalo, NY for Petit Larceny, Fleeing an Officer 3rd degree, and several traffic tickets. On November 27, 2023, at 12:19 P.M., Troopers out of SP Lockport responded to Walmart on South Transit Road in the town of Lockport for a larceny complaint. The investigation determined that Thompson passed all points of purchase without paying. Thompson took $800 worth of Barbie toys and left Walmart in a 2016 Ford Escape. Troopers located the vehicle and attempted to stop Thompson by activating emergency lights. Thompson failed to comply by traveling over 100 mph and Troopers terminated the pursuit due to public safety. Thompson was later arrested and processed at SP Lockport.   • Man arrested after stalking and impersonation

    On November 8, 2023, the Bureau of Criminal Investigation out of SP Clarence and SP Penfield arrested Thomas M. McCorry, 48 of Penfield, NY for Stalking 3rd degree, Criminal Impersonation 2nd degree and Aggravated Harassment 2nd degree. On September 15, 2023, Troopers out of SP Clarence received a report of a possible stalking complaint. The two victims were receiving threatening, harassing emails and physical mail. McCorry claimed to be, Investigator Richard Harder in some of the emails and digital correspondence. The Bureau of Criminal Investigation had multiple warrants issued to gather IP addresses and other pertinent information regarding the identity of the suspect who would be identified as McCorry. McCorry was arrested and processed at SP Penfield in Troop E without incident. McCorry was arraigned at the town of Penfield Court and released on own recognizes. An Order of Protection was issued to McCorry.   • Multi-vehicle Crash Involving An Overturned tractor-trailer

    White Plains, NY – On November 29, 2023, at approximately 6:00 a.m., State Police responded to a multi-vehicle crash on I-287 westbound near mile marker 4.2. A preliminary investigation determined a tractor-trailer driven by William G. Mosquera, 63, of Kissimmee, FL, was traveling westbound when it collided with a second tractor-trailer being driven by Nicholas A. Terzi, 30, of Lindenhurst, NY. The collision caused Mosquera’s tractor-trailer to overturn over the center median, striking a 2004 Volkswagen sedan driven by Ian S. Carney, 52, of Ridgewood, NJ, and spilling a load of solar panels onto the roadway. Terzi was transported to Westchester Medical Center for minor injuries. No other injuries were reported. Significant delays exist while cleanup and recovery efforts continue. The westbound left and center lanes remain closed. The cause of the crash is still under investigation.   • Police are seeking public assistance on a stolen trailer and excavator

    State Police, Troop B, Bureau of Criminal Investigation are seeking public assistance on a burglary complaint that occurred at 5432 County Route 27, in the town of Canton. On November 26, 2023, at 8:08 a.m., Troopers responded to County Route 27, in the town of Canton for a burglary complaint. A 2011 yellow and Black Caterpillar 304DCR excavator with rubber tracks, a two-foot bucket, and a front push blade was on a black in color, 2018 PJ/TR hydraulic tilt trailer approximately 20 feet in length, both were stolen from the residence. The owner of the residence last saw the excavator on the trailer on 11/23/203. Any residence or business in the surrounding area with video surveillance is encouraged to review the footage.   • Start of Construction on 60-unit Affordable Housing Development In Schenectady

    All-Electric, Energy-Efficient Development In Mont Pleasant Neighborhood Will Include 30 Apartments with Supportive Services. Governor Kathy Hochul today announced the start of construction on Mosaic Apartments, a two-building development that will create 60 apartments in Schenectady’s Mont Pleasant neighborhood. The all-electric, energy-efficient development will include 30 apartments with onsite support services for seniors and people with disabilities. “Today’s investment in Schenectady will create dozens of much-needed affordable, energy-efficient apartments in the heart of one of the city’s most vibrant communities,” Governor Hochul said. “My administration is committed to addressing the New York’s housing crisis by creating affordable and supportive housing opportunities that enhance neighborhoods for existing residents and future generations.” In the last five years, New York State Homes and Community Renewal has created or preserved nearly 500 affordable homes in the city of Schenectady. Mosaic Apartments continues this effort and is part of Governor Hochul's $25 billion comprehensive Housing Plan that will create or preserve 100,000 affordable homes across New York, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Mosaic Apartments will consist of one four-story building with 46 apartments and a three-story building with 14 apartments. All apartments will be affordable to households earning at or below 60 percent of the Area Median Income. Residents will be provided with free high-speed internet and laundry facilities in each building. Five apartments will be reserved for older New Yorkers and 25 apartments will offer residents access to on-site supportive services and rental subsidies funded through the Empire State Supportive Housing Initiative and administered by the New York State Office of Mental Health. DePaul is the developer and supportive service provider. Mosaic Apartments was awarded funding from the New York State Energy Research and Development Authority's New Construction – Housing Program to achieve a high level of sustainability and carbon reduction and has been designed in accordance with green building standards required for Enterprise Green Communities Plus certification. The all-electric development will include a solar array, Energy Star or equivalent heating and cooling equipment, appliances, and light fixtures. State financing for the $27 million development includes $11 million in federal low-income housing tax credits and $9 million in subsidy from HCR. The New York State Office of Temporary and Disability Assistance is providing $4 million from the Homeless Housing and Assistance Program. NYSERDA awarded $240,000. OMH is providing a $226,200 Program Development Grant. Schenectady Metroplex is providing $525,000 and the Capital Region Land Bank is providing $200,000.   • Installation of First Offshore Wind Turbine for South Fork Wind

    New York’s First Offshore Wind Project Marks Historic Milestone in Offshore Construction 130-Megawatt Project Will Generate Enough Renewable Energy to Power Approximately 70,000 Long Island Homes Supports Progress Toward State’s Climate Leadership and Community Protection Act Goal to Develop Nine Gigawatts of Offshore Wind By 2035 Governor Kathy Hochul today announced the completed installation of the first offshore wind turbine for South Fork Wind, a historic milestone for New York’s offshore wind development and what will be the first completed utility-scale wind farm in the United States in federal waters. Once completed, the 130-megawatt offshore wind farm will address a growing reliability challenge for Long Island’s electrical grid, while also generating enough renewable energy to power approximately 70,000 Long Island homes, eliminating up to six million tons of carbon emissions, or the equivalent of taking 60,000 cars off the road annually over a 25-year period. Today’s announcement supports progress towards the State’s Climate Leadership and Community Protection Act goal to install nine gigawatts of offshore wind by 2035. “New York is paving the way towards a clean energy future, and the installation of our first offshore wind turbine marks a momentous step forward,” Governor Hochul said. “We are not only generating clean energy, but also pioneering a healthy and safe environment for future generations of New Yorkers. We are shaping a brighter, greener tomorrow, committed to a future where innovation and sustainability go hand in hand." The first of South Fork Wind’s 12 Siemens Gamesa wind turbine generators was hoisted into place by the offshore construction team at the project site 35 miles off Montauk, N.Y. Hundreds of U.S. workers and three Northeast ports have supported South Fork Wind’s construction, helping to stand up the foundations of a new domestic supply chain that’s creating local union jobs across the Northeast. All 12 turbines are expected to be installed by the end of 2023 or early 2024. The wind farm reached its “steel in the water” milestone in June 2023 with the installation of the project’s first monopile foundation. Van Oord’s offshore installation vessel, the Aeolus, is installing the turbines. Turbine installation involves using a crane to place the steel turbine tower onto the foundation. The nacelle and rotor are then installed on top of the tower. Lastly, the blades are lifted and installed one by one by bolting them to the rotor. New York State's Nation-Leading Climate Plan New York State's nation-leading climate agenda calls for an orderly and just transition that creates family-sustaining jobs, continues to foster a green economy across all sectors and ensures that at least 35%, with a goal of 40%, of the benefits of clean energy investments are directed to disadvantaged communities. Guided by some of the nation’s most aggressive climate and clean energy initiatives, New York is on a path to achieving a zero-emission electricity sector by 2040, including 70% renewable energy generation by 2030, and economywide carbon neutrality by mid-century. A cornerstone of this transition is New York's unprecedented clean energy investments, including more than $55 billion in 145 large-scale renewable and transmission projects across the state, $6.8 billion to reduce building emissions, $3.3 billion to scale up solar, more than $1 billion for clean transportation initiatives, and over $2 billion in NY Green Bank commitments.     Areas in North Country, Capital District, and Central NY are to See Rain/Snow Mix Tuesday Night Through Wednesday Morning; the Rest of the State, Especially the New York City Area, to See Mostly Rain Locations in North Country and Higher Terrain Areas Could See More Snow Statewide Winds Gusting Up to 35 MPH In Some Locations, Especially Western NY, North Country, and New York City Area New Yorkers Urged to Sign up for NY-Alert to Receive Latest Weather Alerts ------------------------------------------------------------------------------------------------------------------------ Governor Kathy Hochul today warned New Yorkers of potentially hazardous conditions due to wintry weather during the busiest day of the year for travel. A storm system will impact areas in the North Country, Capital District, and Central NY beginning late Tuesday and continuing through Wednesday with rain, snow and freezing rain or sleet in some locations, while other locations around the state, especially the New York City area, should see mostly rain. Areas in the North Country and at higher elevations are forecast to receive snow or a rain/snow mix on Tuesday evening before changing over to plain rain by Wednesday morning. Minor snow and ice accumulations will likely result in hazardous travel conditions, especially during the overnight and early morning hours, until temperatures warm on Wednesday morning. Winds are also expected to be gusty statewide with some gusts up to 35 mph in some places, especially Western NY, the North Country, and the New York City area. “We are watching a storm system that could cause slippery conditions on roadways during the busiest travel day of the year, and I encourage New Yorkers to plan accordingly,” Governor Hochul said. “While this state is no stranger to winter weather, it is always better to be prepared than to find yourself stranded or stuck. New York State agencies are prepared to assist local communities as needed and we will continue to monitor the forecast.” The storm system is expected to arrive Tuesday evening with precipitation beginning as a rain/snow mix in several locations. Most valley areas should see a quick change to all rain while areas in the North Country and especially high terrain areas may see snow through the night. Agency Preparations New York State Division of Homeland Security and Emergency Services The Division is actively monitoring the weather forecast and coordinating the State's response to the weather event. Office of Emergency Management staff are in contact with local counterparts and are prepared to facilitate requests for assistance. Regional crews are currently engaged in snow and ice preparations. Regional managers are evaluating pavement conditions in advance of the precipitation and will be applying brine pre-treatment as appropriate. All residency locations will remain staffed for 24/7 operation throughout the duration of the event and priority cleanup operations. HELP truck beats will be extended in impacted areas. The need for staff deployments will be continually re-evaluated throughout the event. Transportation Management Centers in affected regions will be posting weather-related messages starting Monday afternoon in Western NY and Tuesday morning in all other locations. Messaging will also be used to support real time incidents and vehicle restrictions, if necessary. All available snow and ice equipment is ready to deploy. Fleet mechanics in affected areas will be staffing all main residency locations 24/7 to perform repairs and keep trucks on the road. Thruway Authority The Thruway Authority is ready to respond with 677 operators and supervisors available. Statewide equipment numbers and resources are listed below: 350 large and medium duty plow trucks 10 tow plows 65 loaders More than 130,000 tons of salt on hand Variable Message Signs and social media are utilized to alert motorists of winter weather conditions on the Thruway. The Thruway Authority encourages motorists to download its mobile app which is available for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic information, live traffic cameras, and navigation assistance while on the go. Motorists can also sign up for TRANSalert e-mails which provide the latest traffic conditions along the Thruway. New York State Department of Public Service Utility companies regulated by the Department of Public Service have approximately 5,500 workers available statewide to engage in repair and restoration efforts for the winter weather system. DPS staff will track utilities' work throughout the event and ensure utility companies shift appropriate staffing to regions that experience the greatest impact. New York State Police State Police are monitoring weather conditions and are prepared to deploy additional Troopers as needed. All State Police four-wheel drive and specialized vehicles, including snowmobiles and utility terrain vehicles, are staged and ready for immediate response, and all emergency power and communications equipment has been tested. New York State Department of Environmental Conservation DEC Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers, and regional staff are on alert and monitoring the developing situation. All available assets are positioned to assist with any emergency response. Winter hiking safety and preparedness are extremely important regardless of a hiker's physical ability or destination. New York State Office of Parks, Recreation and Historic Preservation New York State Park Police and park personnel are on alert and closely monitoring weather conditions and impacts. Response equipment is being fueled, tested, and prepared for storm response use. Safety Tips Travel Some of the most important tips for safe driving include: Do not drive unless necessary. If you must travel, make sure your car is stocked with survival gear like blankets, a shovel, flashlight and extra batteries, extra warm clothing, set of tire chains, battery booster cables, quick energy foods and brightly colored cloth to use as a distress flag. If you have a cell phone or other communications device such as a two-way radio available for your use, keep the battery charged and keep it with you whenever traveling. If you should become stranded, you will be able to call for help, advising rescuers of your location. The leading cause of death and injuries during winter storms is transportation accidents. Before getting behind the wheel, make sure that your vehicle is clear of ice and snow; good vision is key to good driving. Plan your stops and keep more distance between cars. Be extra alert and remember that snowdrifts can hide smaller children. Always match your speed to the road and weather conditions. It is important for motorists on all roads to note that snowplows travel at speeds up to 35 mph, which in many cases is lower than the posted speed limit, to ensure that salt being dispersed stays in the driving lanes and does not scatter off the roadways. Oftentimes on interstate highways, snowplows will operate side by side, as this is the most efficient and safe way to clear several lanes at one time. Motorists and pedestrians should also keep in mind that snowplow drivers have limited lines of sight, and the size and weight of snowplows can make it very difficult to maneuver and stop quickly. Snow blowing from behind the plow can severely reduce visibility or cause whiteout conditions. Motorists should not attempt to pass snowplows or follow too closely. The safest place for motorists to drive is well behind the snowplows where the roadway is clear and salted. Never attempt to pass a snowplow while its operating. Robertson, 28, of Troy, NY, for Criminal Possession of a Controlled Substance in the third degree Criminal Possession of a Forged Instrument in the first degree Two counts of Criminal Possession of a Forged Instrument in the second degree Forgery in the first-degree Attempted Grand Larceny in the third-degree Conspiracy in the fifth degree Criminal Possession of a Controlled Substance in the seventh degree Two counts of Petit Larceny Anisa M. Figueroa, 29, of Troy, NY, was arrested for Criminal Possession of a Controlled Substance in the third degree Criminal Possession of a Forged Instrument in the first degree Attempted Grand Larceny in the third-degree Conspiracy in the fifth degree Criminal Possession of a Controlled Substance in the seventh degree Erik Aponte Ortiz Jr., 30, of Albany, NY, was arrested for Four counts of Criminal Possession of a Forged Instrument in the second degree Three counts of attempted Grand Larceny in the third-degree Criminal Possession of a Controlled Substance in the seventh degree The continued inquiry into a forged check investigation that originated in March 2023 has led to additional arrests. The investigation witnessed Aponte Ortiz Jr. being provided a forged check by Robertson and Figueroa for the reported purpose of cashing at a financial institution in East Greenbush, NY. Investigators intercepted Aponte Ortiz Jr., and while being taken into custody, the forged check was seized and he was found to possess a controlled substance. Following that arrest, Robertson and Figueroa were stopped in a vehicle together on I-787 in Colonie, NY, and were taken into custody. Multiple additional fraudulent checks were discovered within their vehicle. Following the arrest of Robertson and Figueroa, a search warrant was executed at the home they shared in Troy, NY. The search of the house discovered check-generating equipment, controlled substances along with other illicit drug packaging materials, and multiple debit cards named to other individuals. All three were transported to and processed at SP Latham. Erik Aponte Ortiz Jr. was issued an appearance ticket returnable to the East Greenbush Town Court on November 30, 2023, and released. Robertson and Figueroa were arraigned at the Troy City Court and released under the supervision of the Rensselaer County Probation Department.     PRESS RELEASE The New York State Police in Massena is requesting assistance from the public with identifying the unknown individuals in the photos below who entered Ollies Bargain Outlet and later in the evening entered BJ’s Wholesale Club located on Saint Lawrence Centre in the town of Massena on November 13, 2023.   • Police Investigate Fatal Crash in Madison County

    PRESS RELEASE On November 17, 2023, at 2:32 a.m., State Police responded to a reported crash at the intersection of State Route 31 and State Route 13 in the town of Lenox, Madison County. The preliminary investigation has determined a 2015 Jeep Cherokee, operated by Ariana R. Savage-Ogletree, age 20 from Cicero, NY was traveling southbound on State Route 13 at a high rate of speed when she failed to navigate a roundabout at the intersection and crossed Rt. 31 where she struck an earth embankment and utility pole before coming to rest on its roof. Ariana was pronounced deceased at the scene. Three additional passengers were transported to Upstate University Hospital in Syracuse with the following injuries: 16-year-old Hailey C. Moran, from Cicero, NY was airlifted by Mercy Flight with head trauma and listed in serious condition. 20-year-old Mackenzie M. Moran, from Cicero, NY was transported by ambulance with head and internal injuries and is listed in serious condition. 17-year-old Giovanni Spagnola from Syracuse, NY was transported by ambulance with internal injuries and was listed in serious condition.   • Police Search 29 acres in Vermont for evidence in 30-year-old Homicide Investigation

    PRESS RELEASE On November 11, 2023, the New York State Police Major Crimes Unit in Troop D began a three-day search for evidence in a 30-year-old Homicide Investigation. Investigators along with State Police K9 began a cursory search on November 11th in the Green Mountain National Forrest after new information was developed through follow-up interviews. The area that was searched comprised of approximately 29 acres located in the vicinity of the Dome Hiking Trail at White Oaks Road in Pownal, Vermont. Over 80 officers from the New York State Police including the New York State Forest Rangers, and the Vermont State Police assisted in the search for the remains of Sara Anne Wood. The search concluded on Thursday, November 16th after no evidence or remains were found. The New York State Police continues to search for Sara’s remains.
