I-90 Traffic Stop Uncovers Fugitive Wanted for Murder & Assault

On September 24, 2025, Troopers out of SP Dunkirk- Troop T arrested Terrene L. Biggs, 25, of Warren, MI, for Criminal Possession of a Controlled Substance 7th degree and Fugitive from Justice.

On September 24, 2025, at 2:35 A.M., Troopers out of SP Dunkirk-Troop T observed a 2024 Nissan Versa traveling westbound on the I-90 in the town of Portland operating over the posted speed limit. Investigation determined that the operator, Terrene L. Bigg,s has an active arrest warrant issued by the City of Rutland Police Department in Vermont for Murder 2nd degree and another out of Florida for Assault. Biggs was arrested and found to possess suboxone. 

Biggs was processed at SP Dunkirk and transported to Chautauqua County Jail for centralized arraignment and will be held pending extradition to Vermont.
