- Facebook Marketplace Scammer Robbed Victims with Trash Bag With No Xbox
Over the last month, the Utica Police Department has responded to several robbery/larceny calls originating on the 1100 block of Taylor Ave relative to internet sales transactions. Each victim stated that they went to the location to purchase an Xbox which was posted on Facebook Marketplace under a Facebook alias name. In the first incident, the victim arrived at the agreed-upon location. The seller provided the victim with a bag and was told the Xbox system was in it. The victim was getting cash from his pocket when the suspect grabbed the cash from his hand and fled the scene. Upon inspecting the bag, it was learned that it was full of garbage. Several days later another report was taken regarding a victim agreeing to purchase an Xbox with the same meeting place. When the victim arrived he was met by a male who provided him with a bag that the suspect stated the system was in. Cash was exchanged, and when the victim inspected he contents he noticed that the bag contained trash. The victim attempted to confront the suspect, and the suspect then brandished a firearm at the victim and told him that he would not be returning his money. The suspect then fled the scene with the money. On the third occasion, a victim stated that he had agreed to purchase an Xbox from Facebook Marketplace and that the meeting location would be the 1100 block of Taylor Ave. They were met by a male who approached them and immediately brandished a handgun demanding cash from them. The victims handed the cash to the suspect who then fled. After all the interviews were completed, it was learned that each independent victim had conversed with the same Facebook alias for the sales. Upon researching Facebook, the name was located and officers immediately recognized the picture associated with the profile. The victims were re-contacted and identification procedures were undertaken with them. The male whom the officers recognized was positively identified by the parties as the individual who stole their money. Based on this information a BOLO was sent out department-wide and on December 10th, 2023 Patrol units located the suspect and arrested him without incident. - Man Charged with Assaulting Police Officer
On Wednesday, December 6th, 2023 at approximately 5:00 pm New Hartford Police responded to a reported Larceny at Dick’s Sporting Goods on Seneca Turnpike. It was reported that the suspect stole nearly $3000 worth of clothing from Dick's. The New Hartford Police Officer who arrived was able to quickly locate the suspect on foot in the area running from the store still carrying a large amount of stolen clothing. The suspect refused commands to stop and The Officer began to pursue the suspect on foot. While the suspect was fleeing the officer, the officer was able to grasp the suspect and begin to handcuff him when the suspect turned and bit the officer's shoulder causing an injury to the officer’s shoulder. The suspect broke free and the foot pursuit briefly continued. The Officer apprehended the suspect deploying a taser in the process as the suspect continued to resist arrest. Once in custody, the suspect was identified as 28-year-old Tryze Q. Miller of Albany, NY. Miller was transported to The New Hartford Police Department and charged with the following; -Grand Larceny in The Fourth Degree, a Class E Felony -Two Counts of Assault in The Second Degree, a Class D Felony -Resisting Arrest, a Class A Misdemeanor Miller was also charged with a Parole Violation in connection with this incident as Police determined that he is currently under parole supervision. Miller was transported to The Oneida County Jail and held on these charges as well as a warrant issued from The New York State Department of Corrections and Community Supervision for the parole violation. Miller will appear in court at a later date. The officer involved was treated at The Wynn Hospital for a shoulder injury and then released.

New York State Police Acting Superintendent Dominick L. Chiumento is saddened to announce the line of duty death of retired Technical Sergeant Christopher P. Rock. On December 3, 2023, Technical Sergeant Rock passed away from an illness stemming from his assignment at the World Trade Center site following the terrorist attack on September 11, 2001. Following the events of 9/11, Technical Sergeant Rock was assigned to New York City to aid in the search and recovery efforts. Technical Sergeant Rock, 59, entered the State Police on March 30, 1987, and served with the State Police for 26 years. He was last assigned to Field Command, Division Traffic, and retired on September 27, 2013. Technical Sergeant Rock is from Kerhonkson, NY, and is survived by his wife. Do you know these two? On October 30, 2023, around 1:16 p.m., they purchased a gift card worth $500 using five fake $100 bills at the Dollar General in Marathon. The fake bills closely resembled real bills but were missing some security features. The men spent about three minutes inside the store before leaving in a dark-colored sedan with what appeared to be a white license plate. The males are described to both be dark-skinned males. One was wearing torn blue jeans, a black belt a black sweatshirt, and black shoes. He had short black hair and a black beard. The second male had longer black hair and was wearing a baseball cap with a black sweatshirt, black sweatpants, and black and gold shoes. - Vanderbilt Avenue Partial Building Collapse in Oneida NY
Press Release: An exterior wall of a commercial building located at 122 Vanderbilt Avenue in Oneida was discovered collapsed this morning. No one was injured. Vanderbilt Avenue will be closed until further notice. Due to the condition of the building, it will be taken down due to its safety condition. Portions of the surrounding streets will be closed today during the building’s deconstruction. Traffic on Oneida, Broad, and Main Streets will be affected during the teardown. Updates regarding street closures will be posted on the city’s website and department Facebook pages. Higginbotham Park is across from 122 Vanderbilt Avenue and within the safety zone. - Former FBI Agent Trainee Pleads Guilty To Insider Trading Scheme
Damian Williams, the United States Attorney for the Southern District of New York, announced today the guilty plea of SETH MARKIN in connection with his participation in a scheme to trade in stock of Pandion Therapeutics (“Pandion”) based on inside information that he misappropriated from his then-girlfriend, who was an attorney at a major law firm assigned to work on the acquisition of Pandion by Merck & Co. (“Merck”). MARKIN was arrested in July 2022 and pled guilty to securities fraud based on insider trading before U.S. District Judge Edgardo Ramos. U.S. Attorney Damian Williams said: “Seth Markin, who had been accepted into the Federal Bureau of Investigation as a new agent trainee, chose to act as if the law did not apply to him when he misappropriated confidential information, traded based on that information, and tipped several friends and family members, resulting in millions of dollars of illegally obtained trading profits. Markin knew his actions were wrong, deleted evidence of his crimes, and lied to try to cover up his scheme. No one is above the law, and this Office’s commitment to protecting the integrity of the financial markets remains a priority.” As alleged in the Indictment, other public court documents, and statements made during court proceedings: In early 2021, SETH MARKIN and BRANDON WONG together made more than $1.4 million in illegal profits by trading in stock based on inside information that MARKIN stole from his then-girlfriend, who was at the time an attorney at a major law firm in Washington D.C. (the “Law Firm Associate”). At the time, MARKIN had been accepted into the Federal Bureau of Investigation (“FBI”) as a new agent trainee, and WONG was a systems analyst at an education company. In February 2021, MARKIN secretly looked through the Law Firm Associate’s confidential work documents, without her permission, and learned that, in a matter of weeks, Merck, a publicly traded pharmaceutical company, was going to acquire Pandion, a publicly traded biotechnology company, for approximately three times the value of Pandion’s share price. MARKIN immediately purchased Pandion stock on the basis of this material non-public information and also told several family members and friends to purchase Pandion’s stock, causing WONG, another friend, and several family members to do so, including Family Member-1, Family Member-2, Family Member-3, Family Member-4, and Friend-1. In text messages, MARKIN assured WONG that he was “not uncertain” that when the “news drop[ped]” about Pandion, the price would “EXPLODE” and they would earn “triple gains.” WONG purchased hundreds of thousands of dollars’ worth of Pandion shares based on the material non-public information he received from MARKIN. In addition to his purchases of Pandion stock, WONG told at least seven other people to purchase Pandion shares, causing some of the people he tipped to purchase tens or hundreds of thousands of dollars’ worth of Pandion stock, including Family Member-5, Friend-2, Friend-3, Friend-4, Friend-5, Friend-6, and Friend-7. In total, MARKIN and WONG together caused at least 20 people to trade in Pandion stock based on the material non-public information that MARKIN misappropriated from his girlfriend, resulting in millions of dollars of illegally obtained trading profits. To conceal their illegal insider trading scheme, MARKIN and WONG used an encrypted messaging application and deleted many of their text messages with each other. They also agreed on a cover story that they could provide to law enforcement, namely, that if they were asked how they anticipated Pandion’s stock price increase, they could say they “read it on Stocktwit,” in reference to a social media platform for sharing stock ideas, and falsely say that the news was “publicly being announced there.” After Merck’s acquisition of Pandion was announced publicly, and the Pandion stockholdings of MARKIN and WONG, and those whom they tipped, significantly increased in value, the defendants sold their shares of Pandion for significant profits. With their illegal profits, the defendants and their tippees purchased luxury items and bought gifts for each other. For example, WONG purchased for MARKIN a Rolex watch valued at approximately $40,000, a trip to Hawaii, and a meal at a three-Michelin-starred restaurant in New York that cost more than $1,000. WONG also purchased a home in Florida. Thereafter, MARKIN lied in order to hide his illegal insider trading. In or about June 2021, after MARKIN and the Law Firm Associate had ended their relationship, and as MARKIN was preparing to begin training as a new agent at the FBI Academy in Quantico, Virginia, the Law Firm Associate called MARKIN to ask why MARKIN’s name had come up in an inquiry by the Financial Industry Regulatory Authority into trading in Pandion stock. In response, MARKIN lied to the Law Firm Associate and falsely claimed that he did not trade in Pandion stock. MARKIN subsequently took steps to further conceal his criminal activity. On November 18, 2021, Markin lied to FBI agents when he was interviewed about his Pandion trading. That day, Special Agents from the FBI interviewed MARKIN in connection with an investigation they told him was being conducted by law enforcement in the Southern District of New York relating to insider trading in Pandion stock. During the interview, MARKIN adhered to the fake cover story he and WONG had concocted and falsely told the agents (i) that he learned about Pandion on StockTwits, (ii) that he purchased the stock because of a recent earnings report and a new board member addition, and (iii) that he did not know that his former girlfriend worked on the Pandion transaction. * * * MARKIN, 32, of Washington Crossing, Pennsylvania, pled guilty to one count of securities fraud, which carries a maximum term of 20 years in prison. WONG, 40, of New York, New York, pled guilty on April 10, 2023, to one count of securities fraud, which carries a maximum term of 20 years in prison. BRIAN WONG, 45, of Secaucus, New Jersey, pled guilty on November 10, 2022, to being an accessory after the fact to conspiracy to commit securities fraud and tender offer fraud, which carries a maximum term of two and a half years in prison, and was sentenced on April 12, 2023, to three years’ probation with three months’ home confinement and forfeiture in the amount of $403,375.75. JONATHAN BECKER, 34, of Weehawken, New Jersey, pled guilty on September 20, 2023, to one count of securities fraud, which carries a maximum term of 20 years in prison. The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge. MARKIN will be sentenced by Judge Ramos on March 13, 2024; WONG will be sentenced by Judge Ramos on January 26, 2024; and BECKER will be sentenced by Judge Ramos on December 19, 2023. Mr. Williams praised the outstanding investigative work of the FBI and the Department of Justice’s Office of the Inspector General. Mr. Williams also thanked the U.S. Securities and Exchange Commission, which has filed parallel civil actions. This case is being handled by the Office’s Securities and Commodities Fraud Task Force. Its longest recorded flight of an electric aircraft spanned 336 nautical miles, from Jamestown to Plattsburgh. BETA has secured firm orders from top global operators including UPS, United Therapeutics, Bristow, LCI, Blade, and Helijet, and has multiphase contracts with the U.S. Air Force and Army. BETA’s all-electric aircraft generates zero operational emissions, can be recharged in under an hour with BETA chargers and have been designed to optimize payload capacity and range. BETA is creating a nation-wide electric charging network that is also compatible with electric vehicles. The company has installed aircraft charging stations at 15 locations in the U.S. including Jamestown, Rome, and Plattsburgh airports, and has 55 more sites across the country in production including at Elmira, White Plains, Republic, Hudson Valley Regional and Albany International Airports, with plans to continue expanding across the country. Phase One Milestone is First of Three Phases Connecting Lake Placid to Tupper Lake World-Class Recreational Trail in Heart of the Adirondacks Now Open for Winter Recreation Governor Kathy Hochul today announced the completion of construction on the first phase of the Adirondack Rail Trail, a 34-mile, multi-use recreational corridor for outdoor adventurers between Tupper Lake and Lake Placid. The first of three construction phases converted the former railbed along the Lake Placid to Saranac Lake segment of the corridor into a world-class shared-use path that when complete, will be open all year, free of charge, for hikers, bikers, cross-country skiers and snowmobile enthusiasts. "The Adirondacks provide some of the most beautiful natural landscapes and resources in the world alongside scenic communities ready to welcome visitors,” Governor Hochul said. “Today’s milestone is a step towards realizing the vision of the Adirondack Rail Trail and I look forward to the project’s ongoing progress that will bring year-round enjoyment to Rail Trail users and boost local economies.” Upon completion of all three phases of construction, the Adirondack Rail Trail will connect the communities of Lake Placid, Saranac Lake and Tupper Lake. The route will provide visitors with the opportunity to enjoy the unique charm and amenities of each community while providing access to miles of breathtaking trails, numerous campsites and abundant waterways in the Forest Preserve lands adjacent to the corridor. Along the Rail Trail, interpretive signage will help visitors learn about the history of the railway, cultures of adjacent communities and surrounding lands and waters. The New York State Department of Environmental Conservation (DEC) and Office of General Services (OGS) awarded Kubricky Construction Corp. of Wilton, Saratoga County, the $7.9-million contract for the first phase of construction. The contract is funded by NY Works, with an additional $225,000 supported by the State’s Environmental Protection Fund for construction oversight and inspections. The first phase of construction began at Station Street in Lake Placid, just west of the Lake Placid Depot, and ended just past the Saranac Lake Depot near the intersection of Cedar Street and Route 86, totaling 9.9 miles. In October, DEC announced a Request for Information (RFI) to submit ideas and plans for use and public access to the historic Saranac Lake Depot building on the Adirondack Rail Trail in the village of Saranac Lake. DEC is reviewing submissions before issuing a formal Request for Proposals. The RFI closed to public submissions on Nov. 3, 2023. New York State Department of Environmental Conservation Commissioner Basil Seggos said, “The Adirondack Rail Trail is well on its way to becoming a prime destination in the Adirondacks, connecting New Yorkers to nature and attracting visitors to the region’s wide-ranging, multi-seasonal opportunities for recreation. Today’s milestone marks the completion of the first phase of the Rail Trail’s construction and an opportunity to recognize and celebrate the sustained efforts of the State, federal, Indian Nation, and local partners working together advance this regional asset from concept to reality.” Office of General Services Commissioner Jeanette Moy said, “The OGS team is proud to have worked in partnership with the DEC and DOT to fulfill Governor Hochul’s commitment to creating a recreational rail trail that would allow residents and visitors to experience the scenic Adirondacks and its local communities with ease. As we celebrate the completion of the trail’s first phase today, we also stand committed to fully realizing the Governor’s vision of a world-class, multiple-use, year-round, and accessible trail connecting Lake Placid to Tupper Lake.” State Department of Transportation Commissioner Marie Therese Dominguez said, “The New York State Department of Transportation is proud of the role we played in the beginning phases of construction on the Adirondack Rail Trail, clearing old tracks and laying the foundation for a new chapter of recreation in the Adirondack Park. Thank you to Governor Hochul and our partners at DEC and OGS for supporting this project from the beginning and for the work that went into making this first phase of the Adirondack Rail Trail a reality.” To protect public safety, access to the Lake Placid to Saranac Lake segment was restricted during active construction. The public is now allowed in this segment of the corridor; snowmobile access through the entire 34-mile Adirondack Rail Trail begins on Dec. 10, 2023. The initial phase of construction also included work on expanded parking options in Tupper Lake and the removal of additional rails around the Saranac Lake Depot. Construction of the second phase of the trail, including the Saranac Lake to Floodwood segment, began in 2023 and will pause for the winter. This phase is expected to be completed in late 2024. The final phase of construction from Floodwood to Tupper Lake is expected to begin in 2024, pause for winter and conclude in 2025. The Saranac Lake to Tupper Lake trail segments were open to interim recreation throughout the first phase of construction. OGS will continue to oversee trail design and construction throughout all three phases. The project is part of DEC's strategic investments through the Adventure NY Initiative to enhance public access to State lands and facilities and connect people with nature and the outdoors. The trail is designed to be accessible by people of all abilities to the maximum extent practicable. Most of the trail surface will consist of compacted crushed stone. The trail will be paved in select areas within the village of Saranac Lake and on small sections of trail over bridges. State Senator Dan Stec said, “Completion of the first phase of the Adirondack Rail Trail is welcome news for our region. Investments and enhancements such as this are crucial to helping our region continue to develop. In March 2022, DEC and DOT announced the transfer of jurisdiction to DEC, marking the formal completion of the rail removal phase and the start of the formal trail design and construction phase. With the transfer of jurisdiction, DEC assumed management of public safety and recreational activities, as well as maintenance, along this segment of the corridor. Upon completion of construction, DEC will assume day-to-day management of the trail, working closely with stakeholders and municipalities. The project, which was awarded $18 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Competition, will expand the check-in, ticketing and baggage drop off areas; construct a new canopy over the curbside drop-off/pick-up area, install new passenger information display systems and make other improvements to enhance the passenger experience and create a state-of-the-art gateway for the entire region. A new, multi-purpose great room will also be created to provide much-needed community space for civic gatherings, conferences, business meetings and other public events. “Our upstate airports are gateways that not only welcome travelers but also open the door to increased tourism and expanded opportunities for economic growth,” Governor Kathy Hochul said. “Thanks to our Upstate Airport Economic Development and Revitalization Initiative, the Ogdensburg International Airport will get the improvements it needs to become a true, 21st Century travel destination that will attract new visitors and businesses to the North Country.” Constructed in 1980, the Ogdensburg International Airport’s terminal handled as many as 26,921 enplanements a year prior to the COVID-19 pandemic but the facility lacks adequate space to comfortably handle the current passenger flow or accommodate the expected levels of growth in the coming years. The project, which has a total estimated cost of $21.5 million and is expected to create 195 jobs, will provide a comprehensive renovation of the terminal building to create a multi-purpose facility that better serves passengers and air carriers, and attracts new visitors and businesses to the region. Improvements include: Expansion of lobby for check-in, ticketing, and baggage drop Additional restrooms Expansion of the screening, concession and baggage claim areas Upgraded security doors and sprinklers Upgraded WiFi for passenger benefit New sanitation and water fill stations Upgraded disinfection treatment within the HVAC system An extended entrance canopy with an elongated curbside drop-off/pick-up area An outdoor courtyard with tables, chairs, and planters Solar panels and electrical passenger vehicle/equipment charging stations The Ogdensburg International Airport was one of nine upstate airports awarded a total of $230 million in the latest round of the Upstate Airport Economic Development and Revitalization Competition funding announced by Governor Hochul last year with conceptual renderings. The awards are intended to promote, revitalize and accelerate investments in upstate commercial passenger service airports, helping to create airports for the 21st century. The Upstate Airport Economic Development and Revitalization Competition is administered by the New York State Department of Transportation and was open to upstate commercial passenger service airports and airports providing specialized service for commercial aircraft and/or corporate jets. Applicants were encouraged to apply for funding a single project or a program of projects to help meet the demands of the 21st century. Projects submitted for review by eligible airports were evaluated based on established criteria, including but not limited to innovation in design, passenger amenities and experience, operational efficiencies, and economic effectiveness for the airport's region. Work on the Ogdensburg airport is expected to be completed by the spring of 2025.
