Poughkeepsie Man Arrested Following Incident at New Horizons Resources

On October 1, 2026, New York State Police in Poughkeepsie responded to New Horizons Resources in the Town of Pleasant Valley following a report of an incident involving a staff member and an individual receiving day program services at the facility.

The investigation determined that the staff member, identified as Torano Elting, 51, of Poughkeepsie, New York, struck the individual with a writing utensil, causing a small laceration while the individual was in his care.

On October 2, 2026, Elting was arrested and charged with Endangering the Welfare of an Incompetent or Physically Disabled Person in the Second Degree, a class A misdemeanor.

Elting was issued an appearance ticket returnable to the Town of Pleasant Valley Court on October 27, 2026, at 5: 30 p.m.
